- Who is Guarding the Guardians?
By Ayla G. McBreen. Who is Guarding the Guardians? examines the changing nature of civil-military relations since the Vietnam War. Three case studies explore civil-military relationships during Vietnam, the Persian Gulf War, and the Wars in Afghanistan and Iraq. The author discusses the danger of politicizing the military and includes examples of how the military has gained political power since Vietnam. The fact that political elites fail to understand the dangers of treating the military as a political tool can be traced to the gap between civilians and the military. An increase of political influence by military leaders creates a perception that military leaders have a role to play in national politics. This should be viewed as a dangerous trend for our democracy.

The purpose of the EMCON SOP is to reduce the technical signature of the infantry battalion—to reduce electromagnetic emissions in order to avoid being located and targeted by the adversary. The threat has changed. Our adversaries can now locate us with sophisticated electromagnetic reconnaissance—EW satellites, aircraft, UAS, and ground collections capabilities—and then target us with long-range precision fires. - Orders: Scout Platoon

The primary audience is scout platoon commanders and scout team leaders, along with battalion commanders, operations officers, and intelligence officers who task scouts, and company commanders who are supported by scouts. A second audience is other R&S Marines who execute similar collection tasks: Leaders of reconnaissance, LAR, GSP, UAS, and CHD units, as well as leaders of radio reconnaissance platoons, RRT, and signal support platoons and SI/EW teams. Orders: Scout Platoon addresses orders for scouts conducting R&S, fires, and other missions.
